Resilience of Chernihiv Region: Human-Centered Recovery and Partnership During Wartime — Key Takeaways from the Resilience Conference

The NGO “Center Dobrochyn” has prepared an analytical brochure summarizing the key insights from panel discussions and the strategic reflections of participants of the conference “Resilient Chernihiv Region: Recovery Through Partnership,” held in Chernihiv in December 2025.

The event brought together more than 80 participants, including representatives of territorial communities, local and regional authorities, civil society organizations, businesses, educational institutions, and international partners.

During the first thematic block, participants discussed how to balance security and development, integrate human-centered approaches into recovery planning, and build effective intermunicipal cooperation and partnerships with international actors. Particular attention was given to social cohesion and public participation as key factors of community resilience. Participants emphasized that trust between authorities and communities, horizontal connections, and partnerships are not optional elements, but rather a fundamental condition for recovery.

The second block of the conference focused on the synergy between education and business as a foundation for developing human capital and strengthening the region’s competitiveness. Discussions explored the role of higher and vocational education institutions, business expectations regarding graduates’ competencies, and the need for systematic cooperation between educational institutions, employers, and communities to address labor market challenges in a rapidly changing environment.

The final brochure places special emphasis on strategic reflections and recommendations grounded in existing practices. The proposed approaches outline directions for further strengthening, scaling, and developing new solutions, with a focus on partnership, institutional capacity, and long-term sustainability.

The brochure Resilience of Chernihiv Region: Human-Centered Recovery and Partnership During Wartime is intended for representatives of local self-government bodies, civil society organizations, businesses, educational institutions, international partners, and everyone involved in the recovery of the region based on trust, participation, and shared responsibility.

The brochure was prepared by the NGO “Center Dobrochyn” within the project Resilient Chernihiv Region: Recovery Through Partnership, implemented as part of The Impulse Project.
