The International Renaissance Foundation co-finances writing of the Proposal on behalf of Ukraine to the Global Fund, regarding component “tuberculosis”

The International Renaissance Foundation together with the United States Agency of International Development (USAID) and German Society for Technical Cooperation (GTZ) co-financed writing of the Proposal on behalf of Ukraine to the Global Fund, regarding a component “tuberculosis”, for the 9 th round.

Currently, evaluation of the proposal is underway and its results will be announced in November 2009.

The proposal on behalf of Ukraine to the Global Fund in the previous, 8 th round, received a mark of category 3, which means “Not recommended for financing in its current state, but proposed to submit the proposal again, after making significant changes.” Therefore, the National Council on TB and HIV/AIDS, which had submitted the proposal on behalf of Ukraine, decided to submit it again, for the 9 th round. Donor resources were engaged for provision of technical assistance for writing of the proposal.

Experts and specialists from the following organizations were involved in implementation of the project of writing of the consolidated Proposal on behalf of Ukraine to the Global Fund: World Health Organization, Project USAID/HPI, РАТН, Ministry of Health of Ukraine,

Public Movement “The Ukrainians against Tuberculosis” Foundation, “International Journalism Association “Health without Borders”, Rinat Akhmetov’s Foundation for Development of Ukraine, National Institute of Phthisiology and Pulmonology named after F.G. Yanovsky, All-Ukrainian Network of PLWH, Coalition of HIV-service Organizations, Ukrainian Red Cross Society, International Coalition of Organizations “Let’s Stop TB Together”, ICF “International HIV/AIDS Alliance in Ukraine”, UNAIDS, International Organization for Migration, National Medical University named after O.O. Bogomolets, International Roma Women’s Fund Chirikli.

The financing, declared in the Proposal to the Global Fund, will be directed on fighting tuberculosis in Ukraine, whose epidemic, along with HIV/AIDS epidemic, is a heavy burden for the national system of health protection. As of today, morbidity rate for tuberculosis, which has increased 1.6 times during the last 11 years (from 1997 to 2008), reached the level of 77.8 cases per 100,000 people, which exceeds 10-12 times the corresponding levels in developed countries and is the highest in Europe, after Russian Federation.

The Global Fund to Fight AIDS, Tuberculosis and Malaria (the Global Fund) is a global private-state partnership, created for the purpose of engaging and distribution of additional resources for the purpose of prevention and treatment of HIV/AIDS, tuberculosis and malaria.
