Delegates from Ukraine, Georgia, Moldova, Kyrgyzstan, Tajikistan, Belarus, Poland, Armenia, Azerbaijan, the United States of America
Call on the Governments of the countries of the Eurasian region to:
- promote the availability of quality palliative care at the patient’s place of residence as an integral part of the health care system in the Eurasian region;
- pay special attention to the development of palliative care for children, ensuring the rights of the child to the highest attainable level of medical and psychosocial care;
- develop a network of specialized facilities to provide the full spectrum of palliative care services of various forms of ownership and subordination (medical and social institutions), in accordance with the requirements of the executive bodies of the governments;
- ensure access to effective pain relief as one of the priorities of the national health care system;
- facilitate the national registration of the various forms of opioid analgesics, in particular oral forms and pediatric dosages;
- review and modify legislative documents, regulating the rules for the circulation of controlled medicines, in order to provide access to adequate pain management for all patients who need it;
- introduce the specialty of “palliative care medicine” for physicians;
- develop training programs and certification of palliative care specialists;
- introduce a system for monitoring opioid analgesic consumption in order to estimate the annual country’s needs;
- promote the sharing of knowledge and skills among palliative care providers in the Eurasian Region and beyond;
- create a pain management and palliative care monitoring system to protect and ensure the rights of palliative patients;
- ensure the functioning and expansion of a network of pharmacies of various forms of ownership, licensed to operate with controlled substances, especially in the rural areas;
- develop a statistical reporting system on the provision of various forms of palliative care to patients of all age groups;
- approve a guaranteed social benefits package for palliative care providers;
- develop Regulations on the organization and provision of pastoral care for palliative patients.
