Representatives of civil society and government discussed proposals for the Ukraine Facility Plan

Proposals from representatives of NGOs were discussed with the participation of representatives of the Ministry of Economy of Ukraine and relevant ministries involved in the preparation of the Ukraine Facility Program Implementation Plan and the development of sectoral development strategies. The meeting was supported by the International Renaissance Foundation and the Kyiv School of Economics.

Since August, the Government has received 148 proposals from 41 civil society organizations regarding the Ukraine Facility Implementation Plan. Most of them, namely 85, were fully or partially taken into account in the document.

During the event, Deputy Minister of Economy of Ukraine Oleksiy Sobolev spoke about the role and details of the Plan preparation, followed by a discussion of the proposals with representatives of relevant ministries and agencies.

“The preparation of the Ukraine Facility Plan is ongoing, and working with representatives of civil society organizations is an important part of this process. Many of the proposals made are in line with what the Government has already included in the Plan. This shows our common vision of the country’s economic development. I am grateful to everyone for their activity and participation in the work on the Plan,” said Deputy Minister of Economy of Ukraine Oleksiy Sobolev.

The majority of proposals submitted by the public sector representatives relate to human capital development – 38. The proposed changes relate to the development of family-based childcare, gender equality, housing policy and employment. In addition, civil society representatives emphasized the need to strengthen the institutional and financial capacity of communities.

A significant number of proposals from the public sector also relate to green transition and environmental protection (23), improving the business environment in Ukraine (18), culture (20), and anti-corruption (16).

As a reminder, the Ukraine Facility Plan is a technical document required for the implementation of the EU’s financial support program for Ukraine. The draft Ukraine Facility program envisages providing EUR 50 billion to Ukraine over 2024-2027, of which EUR 39 billion will be allocated to the state budget to strengthen macro-financial stability. The support will be provided on a quarterly basis for meeting the criteria set out in the Plan for the implementation of the envisaged reforms.

The Plan is being prepared in consultation with representatives of business, regions, NGOs and think tanks, as well as members of the Ukrainian Parliament, representatives of the EU and other international partners of Ukraine.
