Open Government Partnership steering committee approves Ukraine Action Plan

The steering committee of the Open Government Partnership has analyzed The Action Plan of Ukraine for Implementation of the Open Government Partnership Initiative to ensure that it includes concrete commitments that reflect the four core open government principles (transparency, citizen participation, accountability, technology and innovation) and accepted it without observations. Implementation of the initiative in Ukraine is being coordinated by the Civic Partnership created by the TORO Creative Union (contact group of Transparency International in Ukraine) with the support of the International Renaissance Foundation’s Civil Society and Good Governance Program.

The steering committee will post all action plans on their website on April 16. The official presentation of the action plan will take place at the first annual high-level meeting of the Open Government Partnership in Brasilia on April 17-18.

The Cabinet of Ministers of Ukraine approved the National Action Plan on April 5 following discussions that took place at the National Roundtable on March 30 with the participation of the prime minister, representatives of government, members of civic councils, civil society institutions, international organizations and the media.

The Open Government Partnership is a new multilateral initiative that aims to secure concrete commitments from governments to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance. In the spirit of multi-stakeholder collaboration, OGP is overseen by a steering committee of governments and civil society organizations.

The Open Government Partnership formally launched on September 20, 2011, when the 8 founding governments (Brazil, Indonesia, Mexico, Norway, Philippines, South Africa, United Kingdom, United States) endorsed an Open Government Declaration, and announced their country action plans. Since September, OGP has welcomed the commitment of 43 additional governments to join the Partnership.

To become a member of OGP, participating countries must embrace a high-level Open Government Declaration; deliver a country action plan developed with public consultation; and commit to independent reporting on their progress going forward.

The Ukrainian Civic Partnership in support of open government initiatives in Ukraine consists of more than 50 NGOs and nearly 20 individual members.
