Registration for participation in the pilot program “Money Follows the Teacher” has begun

The first 100,000 teachers will be able to register to participate in the piloting of the updated professional development funding model, “Money Follows the Teacher.” Those undergoing professional development will also be able to register.

Registration involves creating a user profile on the state platform “Vector” (formerly EdWay). This is the first and mandatory step in applying to participate in the “Money Follows the Teacher” pilot program.

When personal accounts become available, information about the possibility of accessing your account will be sent to the email address specified when creating your user profile, where participants will be able to add their data and apply to participate in the pilot program.

Important: for teachers and service providers who are EdWay users and who have given their consent to the transfer of personal data by October 31, 2025, accounts will be retained on the updated Vector platform. The personal accounts of those who did not give their consent have been deleted from the EdWay platform in accordance with the requirements of the law and privacy policy. They have been sent an archive of their data to the email address specified in their user profiles.

Who can participate in the pilot program?

Principals, vice principals, and teachers who will be working in grades 7–9 of the New Ukrainian School and 10 pilot classes of senior specialized schools in the 2026–2027 academic year.

What’s next?

The next step is to create personal accounts on the platform. We will notify you when this feature becomes available via email and on the Ministry of Education and Science channels.

How professional development will work under the new model:

For teaching staff:

  1. Create a personal account on the Vector platform
  2. Verification via ID.GOV.UA or BankID
  3. Confirmation of data from the educational institution
  4. Submission of an application to participate in the pilot program
  5. Receipt of UAH 1,500 to a virtual account
  6. Selection of courses and payment for training

For professional development providers:

  1. Create a personal account on the Vector platform
  2. Develop programs based on templates from the Ministry of Education and Science, more details here
  3. Publish programs on the platform
  4. Verify programs with the Ukrainian Institute of Professional Development
  5. Receive confirmation from the Ukrainian Institute of Professional Development and a special mark on the platform

How the “Money Follows the Teacher” policy will be implemented

Each teacher will receive 1,500 hryvnia in their virtual account. Training will last from February to November 2026. It is important to remember that the funds must be used by the end of November 2026, as they do not accumulate.

The priority areas of training include overcoming educational losses, psychosocial support for students, implementation of state standards in specialized secondary education, career counseling, development of cross-cutting skills, use of digital technologies, introduction of inclusive education, and others.
