The Public Health Program of the International Renaissance Foundation (IRF) announces the position of the Public Health Program Coordinator

The International Renaissance Foundation is a part of the Open Society Foundations (OSF) founded by the financier and philanthropist George Soros and is a charity organization aimed at financial and organizational promotion of establishment of an open, democratic society by supporting the most innovative and progressive public initiatives.

Law and Health Coordinator will be working in two teams: at Public Health Program (IRF, Ukraine) and Law and Health Initiative (OSF, USA).

Job description:
· Development of the new strategy for Law and health Initiative and implementation of the strategy to promote human rights in public health in Ukraine (including monitoring in this area)
· Coordination and support between Public Health Program, IRF and respective Initiative at the Network Program, OSF; join work planning and budget work, ensuring its timely and quality implementation
· Overseeing a portfolio of grants to organizations advancing health and human rights in Ukraine;
· Close coordination with Roma of Ukraine program regarding implementation legal projects on human rights and health of the vulnerable populations
· Provide, upon request, consultative and expert support to IRF’s programs regarding development of legal aid system for the most vulnerable populations and integration of legal services
· Identifying opportunities to advocate for human rights in public health and devise strategies to address these opportunities.
· Establishment of cooperation with the human rights organizations, patients’ association and health care professionals in various regions of Ukraine to conduct advocacy on reforms in public health and legislative recognition of the patients’ rights at the national level.
· Expert and technical assistance to non-governmental organizations working on patients’ rights regarding development of the strategies, search of partners, presentation of the project activities.

Expected outcomes:
· Improvement of public policy component of the Program by means of support and development of analytical and expert groups
· Development of new coordination and networking mechanisms between partners and NGO working in the area of health and human rights; working on improved collaboration and integration
· Ensure better representation of health and human rights issues in national, regional and international media, in order to engage wide range of partners, experts working in this field as well as generate additional funding and sustainability for the most successful projects/initiatives.
Qualification Requirements:
· Higher education in law
· Work experience in human rights and public health (min 5 years); human rights expertise
· Experience and understanding of human rights in health care, particularly of the marginalized groups
· Experience with strategic litigation, human rights documentation and advocacy, law reform, and/or legal services
· Excellent oral and written Ukrainian and English communications skills; demonstrated skills in public speaking, presentations, research, writing, and editing for publication.
· Ability to ignite and distill program experience into compelling advocacy messages.
· Diplomatic skills and ability to listen and communicate clearly and effectively with people from diverse cultures, socially vulnerable communities, as well as government officials.
· Ability to work effectively both independently and as a member of a team, on a wide range of tasks as part of both a local and international team.
· Skills of program and grant management, including strategic planning, program design, M&E.
· Strong organizational and management skills with attention to detail.
· Tolerant, unbiased attitude toward the representatives of vulnerable populations; knowledge of the following issues highly desired: rights of PLWHA, IDU, palliative patients, prisoners, Roma, sex workers, and LGBT.
