Facilitation the capacity of the amalgamated territorial communities formed within the framework of the decentralization reform in Ukraine through the improvement of the state policy in the area of planning of the amalgamation process and the elaboration of clear criteria for capacity assessment in ATCs. Within the project an analytical study of the current model of public policy and relevant foreign experience will be carried out. The results of the study will be presented discussed at the All-Ukrainian Conference in Kyiv. Based on the results, recommendations for the state authorities as well as guidelines regarding the criteria for ATCs’ capacity assessment will be developed.
