The Roma Cultural Program of OSF-ACP is seeking an English-speaking consultant

The Roma Cultural Program of OSF-ACP wishes to hire a consultant whose task will be to provide mentoring services for individuals and/or organizations in order to enhance the development of meaningful and well-designed project proposals which correspond to the program’s mission and goals

The Roma Cultural Program of OSF-ACP is seeking to increase the number of high-quality applications from its region of activity. For this purpose, ACP wishes to hire a consultant whose task will be to provide mentoring services for individuals and/or organizations in order to enhance the development of meaningful and well-designed project proposals which correspond to the program’s mission and goals.

The Roma Cultural Program provides grants to individuals and/or organizations from Central and Eastern Europe, the Balkans, and the Baltic states, to help implement projects using the power of arts and culture to encourage broad-based critical reflection and catalyze social action in societies where the cultural rights of minority groups are endangered.

ACP seeks organizations or individuals with the following qualifications:
– experience in writing, developing and assessing grant proposals in the sphere of arts and culture;
– relevant practical experience in the arts and culture domain;
– familiarity with Roma traditions and current trends in the artistic and cultural life of Roma people in the target region;
– perspective on local cultural operators, networks, and infrastructures, both in principal cities and countrywide in the relevant countries;
– excellent analytical and communication skills: ability to write well in English;
– ability to deal with a diverse pool of applicants by adapting mentoring strategies to varying needs;
– strong commitment to the mission of the Roma Cultural Program of ACP;
– knowledge of several local languages including Romani is an asset.

The main services to be delivered will be the following:
– short-term consultation provided to local NGOs and/or individuals interested in applying to the Roma Cultural Program of ACP for the sake of developing well-designed, meaningful project proposals, which correspond to the mission and goals of the program;
– short-term or ongoing consultancy assistance to grantees at any time during their grant period in order to provide consultancy services regarding technical assistance with the management of the project, financial reporting, issues concerning project content and design, or any unanticipated contingencies;
– at the request of ACP, conducting site visits or other forms of evaluation of grantee activities or events on a case by case basis;
– provide regular quarterly narrative reports on the status of mentored proposals to ACP’s Deputy Program Director;
– participation in the mentors’ training organized by ACP.

The selected mentor will be contracted for the period of one year and remunerated for all services rendered on the basis of working hours. Payments will be made once every three months upon the satisfactory completion of the duties and the corresponding reports (the mentoring diary).

Reasonable business-related expenses, such as per diem, travel expenses including flight, accommodation and visa costs related to the participation in trainings organized by ACP, as well as the costs of site visits or meetings with applicants will be covered in accordance with prior approval by ACP.

Communication and office costs will be negotiated with successful applicants on a case by case basis.

The competition is open to individuals as well as organizations with relevant background and expertise. Former grantees of the Arts and Culture

Program are welcome to apply (organizations and/or individual contracted as mentor shall not apply for grants to ACP during the period of their contract).

Willingness and availability to participate in a brief introductory training course, and to provide mentoring services as needed throughout the contract period.

Applications will be reviewed and evaluated by the OSF-ACP Sub-Board. The successful candidates will be interviewed by the Deputy Program Director of ACP.
