The Partnership for Freedom of Peaceful Assembly has been created in Ukraine, uniting 24 civil society organizations. The co-founder of the network is the International Renaissance Foundation’s Rule of Law Program.

The partnership was created to defend the right to peaceful assembly in Ukraine through the introduction of European standards in Ukrainian laws and practices.

The partnership has set the following goals:
– adoption of a law on freedom of peaceful assembly that meets European standards;
– amendments to other laws and regulations that establish the responsibility of participants of peaceful gatherings and the right to judicial protection;
– awareness-raising initiatives for citizens, judges, representatives of local governments, law enforcement agencies and officials;
– support of the legal protection of participants of peaceful gatherings.

In 2012, authorities at various levels sought to ban 358 peaceful gatherings through the courts, and were successful in 90% of cases. 124 people were fined for “violating the procedure for organizing and holding peaceful gatherings”.
