Independent experts confirm effectiveness and financial transparency of Chesno campaign
The initiators of the Chesno Civic Movement have received a positive conclusion from auditors regarding the financial transparency and effectiveness of their “Filter the Parliament!” campaign. The International Renaissance Foundation was one of the sponsors of the campaign.
A financial audit was performed on seven NGOs that conducted the campaign. Of the $800,000 they received for the campaign, more than $14,000 was in the form of charitable donations from the public.
The financial audit was conducted by the Compass Audit and Consulting Group. A group of experts from the European Research Centre for Anti-corruption and State-building (ERCAS) headed by Prof. Alina Mungiu-Pippidi evaluated the campaign for transparency, non-partisanship and balanced analysis.
Results of financial audit
The auditors from Compass concluded that the funds received from international donor organizations for the Chesno campaign were used properly by the seven implementing organizations. The report also states that “the financial information regarding contributions and expenditures complied with the terms of the agreements with donor organizations and was reliably reflected in financial reports that complied with Ukrainian National Accounting Standards.”
Results of substantive assessment of Chesno campaign
The experts from ERCAS concluded that “the implementation and impact of the CHESNO campaign were equally successful,” and that the successful “promotion of their agenda regarding honest politics is not in doubt.”
In their preliminary report, the analysts also noted that information campaigns of this scale “stimulate civic participation and promote informed voting.” “The Chesno campaign had the right goal and conscientiously used a sound methodology to check candidates to parliament, with any flaws corrected in the process,” said the report.
