Centre “NOMOS” explored the state of transparency of hydrocarbons extracting companies
Sponsored by the International Renaissance Foundation, a group of experts under the auspices of the “NOMOS” centre analysed the state of transparency of hydrocarbons extractive companies and natural monopoly holders, responsible for pipeline transportation of hydrocarbon resources in Ukraine, using adjusted forms of reporting of the Extractive Industries Transparency Initiative.
Ensuring transparency of the relationship in the oil and gas sector has never been a real priority for the state authorities of Ukraine and economic entities. As a result, functioning of the sector remains insufficiently transparent even to the state. Corruption in the state apparatus allows for the preservation of opaque relations, which, in turn, make a vivifying environment for corruption and shadow schemes.
Ukrainian society needs to create mechanisms of control over the activities of state authorities and companies in the field of natural resources use, extracted from Ukrainian subsoil or transported through Ukraine, which make the lion’s share of social wealth.
Civil society in Ukraine began testing the transparency of the energy production sphere, using the Extractive Industries Transparency Initiative.
A group of experts, under the auspices of the “NOMOS” centre, analysed a legal and regulatory framework concerning extractive issues, realities of production of hydrocarbon resources in Ukraine, and assessed the level of transparency on the basis of designed templates for reporting statements.

Centre “NOMOS” was founded in November 2003 in Sevastopol as a non-governmental organization that aims at participating and promoting strategic research projects in the areas of national and international security, international relations in the Caspian region, South Caucasus and Black Sea, Ukraine’s integration into the EU and NATO.
