Ukrainian and foreign experts analyzed the state of institutional reforms in Ukraine
The conference aims at drawing attention of authorities to the necessity of combining reform implementation process with the tools offered by the EU.
The event was organized by the Public Expert Council* at the Ukrainian part of the Committee on Cooperation between Ukraine and the EU.
Ukrainian and foreign experts analyzed the current state of institutional reforms in Ukraine and suggested ways to improve their efficiency through the use of European instruments of institutional development.
According to analysts, planned institutional reforms in Ukraine may turn not successful due to that the process of reform planning and mechanisms for reforms implementation suggested by the EU are not connected.
The conference brought together experts from Great Britain, Poland, Ukraine, representatives of the Presidential Administration of Ukraine and Cabinet of Ministers of Ukraine.
On October 14, 2010, Ukraine signed a Framework Program of Comprehensive Institutional Development which provides for reforms in three areas defined by the EU as the most problematic, namely: sanitary and phytosanitary measures, migration and control in state aid area. This program is a direct mechanism of the EU for conducting reforms, which is not connected to the Program of Economic Reforms of the President at present.
