Self-organization bodies of Myrhorod will receive funds from the budget on competitive basis

October 19, 2009, a roundtable took place in the premises of the City Council in Myrhorod of Poltava Oblast. The roundtable discussed a draft of a normative-legal act “Provision on competitive selection of budget programs, financed from the city budget in the area of municipal improvement and submitted by councils of mini-districts of the city of Myrhorod”.

The following people took part in the sitting: Secretary of the City Council Lyudmyla Illyashenko, Deputy City Mayor Anatoliy Bohynya, Head of Financial Administration Nadiya Ustymenko, Heads of Councils of Mini-districts, Deputies of the City Council and representatives of the Project “Implementation of Public Monitoring System over Budget Process in Poltava Oblast”. 

Representatives of the Project Vadym Shtefan and Angelika Saidova proposed to agree, with interested parties, a text of a normative-legal act of local level “On competitive selection of programs that will be financed from the city budget in the area of municipal improvement”.

According to the text of the proposed document, councils of mini-districts will develop programs, which will be considered according to such criteria:

• priority of a problem, on whose resolution a program is directed; 
• share participation in financing of a program;
• technological substantiation and feasibility of fulfillment of measures of a program;
• availability of a clear plan and mechanisms for resolution of existing problems and experience in their resolution;
• availability of qualitative and quantitative criteria for evaluation of successfulness of implementation of a corresponding project or program;
• financial-economic indices, which have to be reached by implementing a project or program, proposed by a contender;
• substantiation of cost of implementation of a corresponding project or program, comparison with similar projects and programs of other participants of the contest.

It is envisaged that evaluation of the projects of programs, submitted by self-organization bodies of Myrhorod (councils of mini-districts), will be conducted by an expert commission, which will include independent experts and public, scientific and counseling organizations.

This normative-legal act is to open a path to complete transparency in expending the funds of the city budget of Mykolaiv in the area of municipal improvement, to enhance the level of responsibility of administrators of the funds in terms of effectiveness of expenses. On the other hand, adoption of this normative-legal act will provide Myrhorod’s population self-organization bodies (councils of mini-districts) with an opportunity to engage, on the basis of transparency, sponsors’ funds,  in addition to budget funds, into resolution of problems in the area of municipal improvement.

It is envisaged that the city budget of 2010 will include programs of councils of mini-districts, developed according to approaches, proposed in the document.

Adoption of this document will become the next step in development of economic, legal and organizational foundations of implementation of a program-purposeful approach to management of housing and communal sphere of the city.

The Project “Implementation of Public Monitoring System over Budget Process in Poltava Oblast” is being financed by the International Renaissance Foundation and carried out by Poltava Agency for Development of Territories. The project’s aim is to increase transparency, effectiveness and accountability of local budgets to citizens. Cities of Myrhorod and Kobelyaky of Poltava Oblast are the partners of the Agency for Development of Territories in the implementation of the project.
