Representatives of Moldova’s local bodies of authority familiarized themselves with the best practices of development of local self-government in Ukraine

From 25 till 28 October of 2009, a visit of representatives of Moldova to Ukraine took place under the support of the East East Program of the International Renaissance Foundation, within the framework of a project of the Institute of Political Education (Ukraine) and Business Consulting Institute (Republic of Moldova) “Best practices of development of local self-government in Ukraine. Prospects for their application in Moldova”.

The delegation of twenty persons included mayors and vice mayors, deputies of local councils, representatives of bodies of local self-government, heads and activists of NGOs of the Republic of Moldova.

A range of topic meetings with local officials was conducted during the five days of the visit, such as:

• “Role and meaning of state financing of projects of bodies of local self-government on the example of Snyatynsky Region”, Ivan Uhryn, Head of Snyatyn Regional Council, Roman Bilyk, Head of Snyatyn Regional State Administration;
• “Process of implementation and prospects of a project of local bodies of authority “Model of integration of agricultural producers into service structures on the level of Snyatynsky Region of Ivano-Frankivsk Oblast”, Vasyl Melnychuk, Project Head;
• “Projects, implemented by local NGOs in cooperation with bodies of local authority in the area of green tourism”, Yuriy Karpin, Head of Department of Tourism and Recreation of Yaremcha City Council;
• “Preservation and development of folk art crafts – one of the priority directions of functioning of local councils of Kosiv Region”, Mykhailo Trushyk, Deputy of Kosiv City Council, Head of Permanent Commission on Culture, Head of Center of Union of Folk Craftsmen of Ukraine;
• “Kosiv Region bodies of local self-government’s implementation of the State Program of Preservation, Renaissance and Development of Folk Art Crafts in 2006-2010”, Dmytro Bilanyuk, Head of Kosiv Regional Administration of Culture, Honored Cultural Professional of Ukraine;
• “Visiting of workplaces, created by local bodies of authority thanks to implementation of the State Program of Preservation, Renaissance and Development of Folk Art Crafts in 2006-2010”, Mykola Blyznyuk, Deputy of Kosiv City Council, Head of Permanent Commission for Municipal Development and Investments, Center of Public Initiatives of the city of Kosiv;
• “Housing and communal sector of the city of Kolomyya. Positive changes and prospects for development”, Ihor Kalynyak, Deputy City Mayor of Kolomyya on Housing and Communal Sector and Land Relations;
• “Application of energy-saving technologies. Innovative approach of the new bodies of authority to resolution of the earlier most acute problem of the city”, Volodymyr Tarnovetsky, Deputy City Mayor of Kolomyya on Economic Issues and Financial Activity.

Also, a number of excursions took place, in order to familiarize guests with the results of the projects, implemented under the facilitation of bodies of local self-government. The excursions were to the objects of housing and communal sector, to LLC “Pokuttya-frukt”, with participation of Lyubomyr Marusin, Director of the Fund of Support of Entrepreneurship in the city of Yaremcha, Myroslav Semchuk, Head of Department of Administration of Communal Property of the city of Kolomyya and Vasyl Anatiychuk, Director of LLC “Pokuttya-frukt”.

Within the framework of this project, seminars “Best Practices of Local Self-government in Ukraine” were conducted in Chisinau and Bălţi in Moldova on September 14-15 of 2009. For more details, please read here.
