Public activists of Myrhorod were trained the skill of monitoring of city budget
On June 9, 2009, “Public Monitoring of City Budgeting Process” training was conducted for the public in the premises of “Myrhorod” Hotel in the city of Myrhorod. The training of the public took place as a regular stage of the “Implementation of the System of Public Monitoring of Budgeting Process in Poltava Oblast” project, whose activity started since January this year.
During the process of the training the participants learned the basics of city budgeting process, how the public can influence management decisions, mechanisms of public participation in preparation and monitoring of budget programs. The participants of the training investigated practical situations related with planning and monitoring of budget programs, using as examples such programs as “Sports Playground for Children”, “Capital Repair of Roofing”, “Energy Supply of Myrhorod on the Basis of Implementation of Innovative Sources”. Anzhelika Zaidova, a leading experienced expert on issues of local budgets, conducted the training. She noted that development and monitoring of city budget programs has to be of a strategic nature and has to be focused on social and economic effect.
Knowledge acquired at the training will help the public representatives to more effectively get involved into city budgeting process. The issues of development of local budgeting programs and effective supervision of the programs on the basis of a program-focused method were also addressed during the training.
Within the framework of the project, it is envisaged to create a system of public monitoring on all stages of implementation of budgeting programs, to conduct trainings for activists of city community, to organize public hearings on budgeting, to monitor priority city budgeting programs and institutional securing of interaction between the public and authorities on the budgeting issues. According to the results of fulfillment of the project, it is envisaged to disseminate the experience on public monitoring around the entire Poltava Oblast.
“Implementation of the System of Public Monitoring of Budgeting Process in Poltava Oblast” project is financed by the International Renaissance Foundation and is carried out by Poltava Agency on Development of Territories. The purpose of the project is to increase transparency, effectiveness and accountability of local budgets to citizens. Cities of Myrhorod and Kobelyaki of Poltava Oblast are the partners of the Agency on Development of Territories in the implementation of the project.
