Practical aspects of protection of the right for information were taught in Lviv
The following issues aroused an active discussion: what information must be considered as the one of public interest (information that is relevant for society) and practices of the European Court of Human Rights regarding Article 10 of the Convention for the Protection of Human Rights and Fundamental Freedoms. In particular, public activists discussed in detail the possibilities for application of the following ruling in the Ukrainian realities: a ruling of the European Court of Human Rights in a case “Hungarian Union of Civil Freedoms against Hungary” (“Társaság a Szabadságjogokért” against Hungary).
Using practical examples, the participants of the training acquired skills in terms of specifics of preparation of requests for receipt of information (requests regarding access to official documents and requests regarding provision of written information), addresses of citizens (applications, requests, complaints, proposals).
Separate attention was given to issues of responsibility for violation of the right for information, specifics of protection of the right for information in administrative court and specifics of administrative appeal.
According to Andriy Lepak, President of “Our Right” Center, trainings with maximum combination of participants’ experience with real practice of assertion of the right for access to public information enable public activists to have a broader understanding of the legal nature of one of the fundamental rights – the right for free and unimpeded access to public information and better opportunities for its more effective protection.
