Pilot training for participants of a program of training of public experts took place in Dnipropetrovsk

October 16 and 17, 2009, Dnipropetrovsk Oblast Public Organization “Dnipropetrovsk Coordination-Expert Center for Regulatory Policy” conducted a training “Procedure of running a public expert evaluation of activity of bodies of executive authority: from A to Z”.

The training is a component of a project “Development of capabilities of civil society institutions to conduct expert evaluation of regulatory activity of local bodies of executive authority”, which is being fulfilled by the organization under the financial support of the International Renaissance Foundation.

The training was conducted for 15 participants of the Program of training of public experts, who had passed a competitive selection.

The Program of training of public experts is being carried out within the framework of implementation of the indicated project, directed on resolving a problem, which is about the following: low capability of civil society institutions and of public experts to develop a methodology and carry out a public expert evaluation; absence of approbation of the resolution of the Cabinet of Ministers of Ukraine “On approval of the Procedure for facilitation of conducting a public expert evaluation of activity of executive authority bodies”, dated as of November 5, 2008, ref. # 976; and lack of practical examples of conducting public expert evaluation of activity of executive authority bodies; significant information protection and non-transparency of the activity of the latter.

The two-day training “Procedure of running a public expert evaluation of activity of bodies of executive authority: from A to Z” was conducted by experienced trainers: Maksym Latsyba and Dmytro Lyapin. Every participant of the training received a set of materials, in particular, presentations of trainers, a review of the current normative-legal base, texts of necessary normative-legal acts, a generalized analysis of the available domestic experience regarding conducting a public expert evaluation of activity of authority bodies etc.

Per results of the training, its participants received certificates, as well as an opportunity to participate, in November-December of 2009, in conducting a public expert evaluation of regulatory activity of the five local bodies of executive authority in Dnipropetrovsk Oblast, which have the highest level of information protection.
