Luhansk Legal Foundation ran classes for police workers for the purpose of improvement of their work
Overall, the project entails to run two seminars for each of the 10 created training groups of police workers. The topics of the two seminars are the following: “Observance of provisions of the Convention for the Protection of Human Rights and Fundamental Freedoms and practice of the European Court of Human Rights in activity of bodies of internal affairs” and “Procedure for acceptance, registration and consideration of applications and communications from citizens”. Eight seminars for four training groups were held during the month of March.
The last two seminars took place on March 20 and they were attended by senior officers of criminal investigation departments for especially important cases, senior officers of criminal investigation departments and officers of criminal investigation departments and sectors for detection of crimes against person of Administration (Department) for Criminal Investigation of the Main Administration of the Ministry of Internal Affairs and the Administration of the Ministry of Internal Affairs.
The participants of the first seminar became familiar with practice of the European Court of Human Rights in terms of cases that concern activity of law-enforcement bodies. In addition, considering the specifics of work of the seminar participants, a trainer Mykola Mazur focused their attention on a necessity to fulfill positive obligations of the state regarding the right for housing that arise on the basis of Article 2 of the European Convention on Human Rights and a corresponding practice of the Strasbourg Court. In general, the participants got the right understanding of the logic of the international human rights institution: they found the right solutions for most tasks that were based on the facts of specific cases of the European Court of Human Rights.
During the second seminar a trainer Oleksiy Benytskyi told the attendees about legal regulation of the procedure for acceptance, registration and consideration of applications and communications from citizens. He stressed that it is unacceptable to hide citizens’ applications and communications from registration and also emphasized the necessity to urgently check information about reported crimes and to conduct an effective investigation of each confirmed fact of committing a crime against person.
