International seminar “Rights and Fundamental Freedoms of Man and System for their Protection on the International and National Levels” took place in Donetsk
October 8-9, 2009, an international seminar “Rights and Fundamental Freedoms of Man and System for their Protection on the International and National Levels” took place in the conference hall of the Donetsk Law College of Luhansk State University of Internal Affairs named after E. O. Didorenko. The seminar was conducted under the support of the East East: Partnership Beyond Borders Program of the International Renaissance Foundation.
The goal of the seminar is to enhance professional development and to get knowledge about the system of concepts of rights and main freedoms of man, international norms for observance of these rights, especially the ones that concern HIV-positive people, including drug-dependent people and women, involved in sex industry, for the purpose of a more professional and diversified training of staff composition of militia.
The following are the topics that were considered during the seminar:
- Human rights — main concepts, mechanisms for protection
- Standards for observance of human rights — right for freedom, freedom from torture, personal freedom
Participants of the seminar:
- exchanged available international practices for protection of human rights;
- discussed prospects for implementation of international standards for protection of HIV-positive people, women in sex industry, including drug-dependent people, into operation of the Ukrainian militia;
- familiarized themselves with the educational base of the Donetsk Law College, with operation of a training district militia department, created similarly to the Police Center in the city of Nuremberg, and with operation of the Psychology Center of the Donetsk Law College.

- Bogna Chmielewska — Helsinki Foundation for Human Rights in Warsaw (Poland)
- Slawomir Cybulski — Helsinki Foundation for Human Rights in Warsaw (Poland)
- Alex Shoshikelashvili — Center for Protection of Constitutional Rights (Georgia)
The following people participated in the seminar:
20 lecturers of the Donetsk Law College and courses for enhancement of professional development, including deans of the following chairs: criminalistics, court expert evaluations, constitutional and international law.
