District police officers of Luhansk area passed training on human rights and procedure for handling applications from citizens
The events were held within the framework of a project “Facilitation of Reforming Criminal Justice in Ukraine” that is carried out by Luhansk Legal Foundation under the financial support of the International Renaissance Foundation.
The first seminar focused the attention of district police officers on inadmissibility of the practice of torture, inhuman behavior or such a behavior that humiliates a person’s dignity. A trainer Mykola Mazur emphasized the absolute nature of this ban that does not allow employees of bodies of internal affairs to make any exceptions from this rule, even in case there is a threat to the national security of Ukraine etc. In addition, the following issues were considered during the training: a problem of observance by police workers of the right for freedom and personal inviolability, the right for respect to private and family life and the right for freedom of peaceful assembly.
The attendees analyzed separate precedents of the European Court of Human Rights and specific examples from its practices.
The second training provided police workers with clarification about issues, aimed at improvement of activity of bodies of internal affairs in terms of acceptance, registration and consideration of applications and communications about crimes and law violations that are committed or being prepared. With the help of a trainer, the attendees analyzed foreign experience in registration work in subdivisions of law-enforcement bodies.
Also, within the framework of the event, consideration was given to such issues as cooperation of subdivisions and services of bodies of internal affairs between each other and with other law-enforcement bodies for the purpose of improvement of responding to crimes.
