Civil society experts to keep authorities accountable as to implementation of Ukraine’s European integration commitments
The Project is implemented by the Consortium of think tanks including Ukrainian Center for Independent Political Research (UCIPR), Institute for Economic Research and Policy Consulting (IER) and Center for Political and Legal Reform (CPLR) and funded by the European Program of the International Renaissance Foundation. The media support is provided by Іnternews Ukraine. The Project is implemented in cooperation with Civil Society Expert Council with the Ukrainian part of the Ukraine-EU Cooperation Committee.
Civil society monitoring will identify key problems and challenges in the process of implementing the Association Agenda by the government of Ukraine in the target sectors. Experts of the project will analyze Ukrainian legislation and policy documents having to do with implementation of the Association Agenda in the areas of political and economic dialogue, constitutional reform, civil society development, reform of public administration and its transparency, judicial reform, access to justice and legal aid, criminal justice and protection of human rights, economic transformations and security among other priority areas.
A group of 21 experts covering various policy areas shall carry out independent analysis and watchdog activities where actions of Ukrainian authorities are concerned and report results to the government of Ukraine and the European Commission. Priorities of the Association Agenda for 2010 (defined by the Joint Committee at Senior Officials level) will be under particular scrutiny of the experts.
The Consortium will timely inform the public and expert environment in Ukraine and the EU about actions of Ukrainian authorities their compliance with the Association Agenda, and their impact on the reform process in Ukraine. The Consortium will also regularly inform representatives of the government of Ukraine and the European Commission about the findings of the monitoring and offer recommendations at to more efficient implementation of the Association Agenda’s priorities.
The project duration is 1 May, 2010 – 30 April, 2011.
