A pilot project of introduction of electronic government technologies will be implemented in Ukraine

According to the instruction, in 2010 in Ukraine there will be implemented a pilot project of introduction of electronic government technologies in bodies of state authority and in bodies of local self-government, for the purpose of creation of organizational-legal, scientific-technical and financial-economic conditions for development of information society.

The main task of the pilot project is to determine a mechanism for resolution of problems, related with the following:

• Functioning of electronic document flow;
• Provision of constant storage of electronic documents and other electronic information resources and also protection of information;
• Development of formats of typical electronic documents of bodies of state authority and bodies of local self-government;
• Preparation of a temporary regulation of electronic document flow in the bodies of executive authority;
• Introduction of single formats and protocols of electronic digital signature;
• Development and implementation of software and hardware means for provision of compatibility of systems of electronic document flow in bodies of state authority;
• Creation and provision of functioning of the system of nationwide classifiers and registers, necessary for preparation of electronic documents; to be done by integration of corresponding electronic information resources;
• Creation and provision of running a national register of electronic information resources;
• Implementation of a program-technical complex of the second stage of a technological center of the central identification body;
• Creation of a reserve accredited center for certification of keys for bodies of state authority;
• Creation of the national system of unified time for synchronization of information systems with the Coordinated Universal Time (UTC);
• Introduction of a technology for provision of administrative services through the Internet by bodies of executive authority and budgetary institutions within the scope of their authority;
• Creation of a national center for support of electronic government, on the basis of State Enterprise “State Center of Information Resources of Ukraine” and under the support of the International Renaissance Foundation;
• Creation of a web portal on issues of support of development of electronic government.
