The goal of the Program is to promote development of a system to protect the rights of public and municipal service consumers and to support NGO policy capacity building.

Program Priorities for 2010-2011:

• Public monitoring of national and local government institutions and their officials, their activities, policies, and responsibility thereof (in cooperation with LGI-OSІ).
• Support participation of the third sector in the development of decentralization reforms (in cooperation with LGI-OSІ and PACT).
• Support of independent national and regional think tanks (jointly with TTF-OSI).
• Promote civic activism of territorial community members to solve major local problems (in cooperation with LGI-OSІ).
• Support the development of a system to protect the rights of public and municipal service consumers. E-governance (e-democracy) development.
• Support development and implementation of a responsible energy policy (in cooperation with RWI).
• Promote interethnic tolerance, good neighborhood relations, and social integration.

The Program carries out its activity by:

• supporting competition grants and public initiatives;
• supporting tender winners by the Program;
• implementing so-called "operational projects" carried out by IRF;
• supporting "negotiated" grants.
