Civil Society Development

In 2003, the key objective of the International Renaissance Foundation was to assist the third sector in strengthening the positions recently gained by the civil society of Ukraine. Above all, this includes such capacities as to monitor activities of the state authorities and their decisions, to create effective coalitions, to join efforts to lobby public interests at the level of all branches of power, to effectively implement anti-corruption activities, and to protect human rights, in particular, the right to access unbiased information.

Among the IRF programs, the best results were achieved in such programs as Rule of Law, Mass Media, Civil Society Impact Enhancement, Information Program and Education Programs.

The Rule of Law Program initiated the establishment of an efficient network of organizations working in the field of human rights protection. The main objective of the network is to increase influence on the state decision-making process. Also, the Public Council at the Verkhovna Rada Committee for Human Rights, National Minorities and Inter-Ethnic Relations was created, operating as an independent expert body. Cooperation with various Committees of the Verkhovna Rada of Ukraine and the Parliament of the Autonomous Republic of Crimea provided an opportunity to hold public hearings on ensuring citizen’s rights and freedoms, above all, of Crimean Tatars and Roma, as well as on abidance by the anti-corruption legislation in the peninsula.

The first Ukrainian Festival "Human Rights Movie Days" organized by IRF together with the Office of the UN High Commissioner for Refugees and Ukrainian Association of Amnesty International and held in the major regional centers became a significant event in the social life of the country.

The Rule of Law Program also supported establishment of the Center of Judicial Policy Analysis, which developed a concept of judicial and legal reform in Ukraine and assisted in introducing norms and resolutions of the European Court of Human Rights into Ukrainian judiciary system.

Also, IRF assisted in development and adoption of the Strategy of Penitentiary System Reform in Ukraine for 2004–2011 at the state level.

One of the achievements of the IRF Mass Media Program was establishment of and support to the Public Council at the Verkhvona Rada Committee for Freedom of Speech and Information. The Council unites over 50 public organizations. It took active part in preparing and endorsing democratic laws "On Television and Radio Broadcasting", "On Censorship", "On National Council on TV and Radio Broadcasting" and others.

The Public Radio supported by the Mass Media Program provided opportunity to citizens of the country where a hidden state censorship exists to receive unbiased well-balanced information about the most important events in the social life in Ukraine and abroad.

In 2003, the Mass Media Program supported another initiative of high importance for Ukraine aimed at establishment of an all-Ukrainian independent Mass Media Trade Union, which emerged as a form of protest of journalists against attempts of the state authorities to increase influence on and control over the mass media. So far, the Union joins together journalists from 12 regions of Ukraine while actively developing as a nation-wide initiative.

The Civil Society Impact Enhancement Program initiated establishment and later supported activities of three Public Councils at the relevant Verkhovna Rada Committees, which ensure publicity of the law-making process in the country and assist the public in lobbying its interests. IRF also assists in developing training modules for regional think tanks on the basis of leading expert NGOs.

The Information Program initiated establishment of the Forum of Telecommunication and ICT NGOs. Its representatives took an active part in preparing and presenting Ukrainian National Report at the World Summit on Information Society in Geneva in December 2003.

Civic Space Portal [ www.civicua.org ] addressing the needs of NGOs became a useful and most frequently visited resource for Ukrainian public organizations. For example, together with the Delegation of the European Commission to Ukraine, Moldova and Belarus, the Civic Space Portal successfully carried out an event "Information Online Week. European Union Programs for Ukrainian NGOs".

An educational project aimed at creating the all-Ukrainian Testing Technologies Center is now widely known in the society as an anti-corruption initiative directed towards ensuring equal access of young people to high-quality education. The Project was supported by the Ministry of Science and Education of Ukraine, in part of development and adoption of the National External Testing System in the higher education institutions in order to ensure equal rights and opportunities for citizens to receive education. Within the framework of the Project, the monitoring of the quality of education was conducted. As a result, in 2004, the Ministry of Science and Education of Ukraine and the Cabinet of Ministers of Ukraine envisage allocating state funding to the Project.

Rule of Law

IRF Rule of Law Program is purported to encourage the improvement of mechanisms of judicial and extrajudicial protection of human rights in Ukraine, implementation of judicial-legal and penitentiary reforms, increase of activity and efficiency of human rights protection non-government organizations and development of "Legal Clinics" network in the country.

Organizations which implement projects under support of the Program shall work in cooperation with the Committee of the Verkhovna Rada of Ukraine for Legal Policy, Supreme Court of Ukraine, Council of Judges of Ukraine, State Judicial Administration of Ukraine, the Ombudsman, executive government authorities, State Department of Ukraine for Execution of Punishments, Human Rights Directorate and the Legal Directorate of the Council of Europe.

Mass Media

The IRF Mass Media Program has been in force since 1993. It is oriented toward the support, establishment and realization of the principle of freedom of speech and establishment and development of an independent and professional mass media in Ukraine. Thanks to the Program, the first ever non-governmental mass media and news agencies have appeared in Ukraine during the period 1993–1994. According to Media and Elections Strategy of the IRF, the Program supported NGO initiatives on unprejudiced information campaign drives on the eve of Verkhovna Rada (Ukrainian Parliament) elections.

Education

Educational programs work in three interconnected directions: educational policy, supporting educational NGOs, integrating the Ukrainian educational system with that of Europe and the world. The main tasks of educational programs include establishing joint activity and cooperation between state bodies, institutes, and educational NGOs. An example illustrating successful cooperation in this regard includes the "Education, Innovation and Renewal for Improved Well-Being and Poverty Reduction" Project, involving the IRF, the Ministry of Education and Science of Ukraine, the UN Development Program, Open Society Institute (Budapest), and the publishing house "School World". The project produced the National Doctrine on Educational Development, a strategic document, which was approved at the Second working meeting of educational personnel and passed into law by decree of the President of Ukraine. Political proposals on modernizing Ukraine’s educational policy were also developed. A political proposal developed by leading experts on current day problems in education and possible solutions to overcoming them was produced under the name "Reform Strategy for Education in Ukraine. Educational Policy Recommendations". The publication may be viewed as the first "book" in the educational sector in Ukraine, which was compiled by independent experts addressing the problems of equal access to quality education, administration and finance, content and quality monitoring. Thanks to the activity of the IRF’s educational programs, educational policy in Ukraine became a subject of lively discussion in broad societal circles for the first time.

Public Health Initiatives

The Program started in 2000 with the overall goal of improving health status of Ukrainian people. During this period several important tasks were completed including the creation of a network of non-governmental organizations that take preventive measures on the spread of HIV among high-risk groups, helping to set up the School of Public Health at the National University of the Kyiv-Mohyla Academy. The Program favors an increase in the level of public health through further development of normative and professional bases. Between other projects it ensured citizens participation in the preparation and conduct of Parliamentary hearings and other public activities devoted to the HIV/AIDS epidemic, drug addiction and alcoholism.

The Program is affiliated with non-governmental organizations, public authorities and leading specialists in the field of health protection.
